*الأمين العام للأمم المتحدة، وإلى أعضاء مجلس الأمن، وإلى المجتمع الدولي بأسره،*
نحن، شعب الجنوب العربي، نكتب إليكم هذه الرسالة من تحت رماد الإبادة البطيئة التي تمارس بحقنا بدم بارد. لا نكتبها كملف أمني، ولا
كقضية سياسية عابرة، ولا كأرقام في تقاريركم الدورية. نكتبها كشعب *يتعرض لأكبر كارثة إنسانية في العالم، وكشعب يموت بصمت* بينما ينظر العالم إليه بعيون لا ترى، وآذان لا تسمع، وضمائر نامت إلى الأبد.
*الأرقام تتحدث.. والجثث لا تكذب*
لقد حذر مسؤولو الأمم المتحدة أنفسهم. في *16 يونيو 2026* ،ذ وقف وكيل الأمين العام للشؤون الإنسانية توم فليتشر أمام مجلس الأمن ليعلن أن *"الأزمة الإنسانية في اليمن تتسارع"* وأن " *في شهر واحد فقط، قفزت نسبة من لا يستطيعون تلبية احتياجاتهم الغذائية الأساسية من النصف إلى ما يقرب 60 %" .*
هذه ليست مجرد أرقام. *هذه هي حياة أكثر من 18* مليون شخص – *أي أكثر من نصف السكان – يعانون اليوم من الجوع الحاد. هذه هي حياة *2.2* مليون طفل دون الخامسة يعانون من سوء التغذية الحاد.* هذه هي حياة *أطفال يموتون كل عشر دقائق،* وأمهات يراقبن أبناءهن يذوبون نحافةً دون أن يملكن قوة لإنقاذهم.
ووفقاً لتقرير صادر عن اليونيسف ومنظمة الأغذية والزراعة وبرنامج الأغذية العالمي، *فإن ما يقرب من نصف السكان (47%) في المناطق الخاضعة لسيطرة الحكومة يواجهون مستويات مرتفعة من انعدام الأمن الغذائي الحاد.* هذا يعني أن *5.4* مليون شخص في هذه المناطق يواجهون الجوع الحاد خلال موسم القحط من يونيو إلى سبتمبر 2026.
*11 مليون امرأة وفتاة* يحتجن إلى مساعدات إنسانية. *ثلاث نساء يلقين حتفهن كل يوم* بسبب مضاعفات الحمل أو أثناء الولادة، و *67% من هذه الوفيات يمكن تجنبها* إذا تمكنت هذه السيدات من الحصول على رعاية صحية أولية.
*الإبادة بأشكال متعددة.. وحرب الغاز آخرها*
هذه الإبادة لا تأتي بشكل واحد. إنها *عنف بنيوي* يمارسه نظام فاسد يرعاه الخارج، *وإرهاب اقتصادي* يحول الجوع إلى سلاح، *وحرب خدمات* تقطع الكهرباء والماء والدواء والراتب، *وانهيار عملة* يسرق مدخرات العمر في غمضة عين، *وارتفاع أسعار* يجعل لقمة الخبز حلماً يطارده الجياع.
*انكمش الاقتصاد اليمني بأكثر من 50% منذ بدء النزاع* ، وانخفض نصيب الفرد من الناتج المحلي الإجمالي إلى أكثر من النصف. *أكثر من 80% من السكان يقبعون تحت خط الفقر.* هذا ليس انهياراً اقتصادياً عابراً، بل *هو سياسة ممنهجة لإفقار الشعب وإخضاعه* ، وتحويله من مواطن له حقوق إلى متسول يلهث خلف لقمة العيش.
وقبل أيام، انضمت جريمة جديدة إلى سلسلة الجرائم الممتدة بحق هذا الشعب. انقطاع الغاز المنزلي للطبخ والسيارات، الذي تحول من مادة أساسية تدخل كل بيت إلى سلعة نادرة يلهث خلفها الجياع. في كل حارة، في كل مدينة، تقف الطوابير الطويلة أمام محطات الغاز، نساء وأطفال وشيوخ، ينتظرون ساعات تحت أشعة الشمس الحارقة، لعلهم يحصلون على أسطوانة غاز تطبخ بها طعام أطفالها. كثيرون يعودون خائبين، بعد أن نفدت الكميات أو ارتفعت الأسعار إلى مستويات لا تطالها أيديهم.
في عدن والمكلا وسيئون وشبوة والمهرة، تحول الغاز إلى حلم. أصبحت الأسطوانة الواحدة تباع بأضعاف سعرها، حين تتوفر. وتحولت وسائل النقل إلى عبء إضافي على المواطن، حيث أصبح التنقل رفاهية لا يستطيع تحملها إلا القادرون. العامل الذي كان يذهب إلى عمله بسيارته، أصبح عاجزاً عن توفير وقود يوصله إلى لقمة عيشه. الطالب الذي كان يذهب إلى مدرسته، أصبح يبحث عن وسيلة بديلة لا يجدها. المريض الذي يحتاج إلى مستشفى، أصبح رهينة انقطاع المواصلات.
*هذا ليس مجرد نقص في مادة، هذا هو استكمال لحرب الإبادة البطيئة.* إنه تضييق الخناق على آخر ما تبقى من مقومات الحياة، وإعلان حرب على كل تفاصيل الوجود اليومي للإنسان. الجوع وحده لم يعد كافياً، أضيف إليه العطش، ثم الظلام، ثم المرض، ثم تعطل وسائل النقل، ثم انعدام وقود الطبخ، وكأن هناك من يريد أن يختبر إلى أي مدى يمكن للإنسان أن يتحمل قبل أن يموت.
*المجتمع الدولي يتفرج.. والشعب يموت*
لقد أعلنت الأمم المتحدة أن خطة الاستجابة الإنسانية لعام 2026 تحتاج إلى *2.2 مليار دولار* ، لكن التمويل المتاح لا يتجاوز *21.86* % من الاحتياجات. بلغ التمويل في بعض التقارير أقل من *15* %. هذا التراجع الكارثي في التمويل ليس عجزاً تقنياً، بل *هو قرار سياسي. قرار بتجاهل معاناة شعب بأكمله، وتركه يواجه الموت وحيداً.*
*بين يوليو 2025 ويوليو 2026، تم تسجيل أكثر من 200 حادثة تعيق الوصول الإنساني في جميع أنحاء البلاد.* المساعدات لا تصل، والموت يصل. والأرواح التي تُزهق كل يوم لن تعود.
في 13 يوليو 2026، حذر نائب وكيل الأمين العام للشؤون الإنسانية من أن *"الأزمة الإنسانية في اليمن تتعمق في الوقت الذي تقلصت فيه قدرتنا على الاستجابة بشكل حاد"* . هذا يعني أن العالم يدرك حجم الكارثة، لكنه يختار الصمت.
*إنذار أخير: الجنوب لن يموت صامتاً*
لقد صبر شعب الجنوب طويلاً، وتحمل ما لا يتحمله أي شعب. صبر على الجوع والمرض والظلام والتشريد. صبر على الخيانة والنهب والفساد والتبعية. صبر على انقطاع الكهرباء والماء والدواء والراتب. وصبر اليوم على انقطاع الغاز، كما صبر على كل شيء. لكن صبره ليس أبدياً.
اليوم، نرفع أصواتنا عالياً، ونكتب رسالتنا ليقرأها التاريخ. ونعلن للعالم بأسره: *هذه ليست مجرد أزمة إنسانية، هذه جريمة إبادة جماعية بطيئة، وهذه كارثة تتطلب حالة طوارئ دولية فورية.*
*مطالبنا واضحة لا تقبل التأويل:*
1. *إعلان حالة طوارئ دولية عاجلة* في اليمن والجنوب العربي، والاعتراف بأن ما يحدث هو إبادة جماعية بطيئة تستوجب تدخلاً دولياً فورياً.
2. *وقف فوري وكامل للإرهاب الاقتصادي،* ورفع الحصار، وفتح الموانئ، وضمان تدفق المساعدات الإنسانية والمواد الأساسية (الغذاء، الدواء، الوقود، الغاز) إلى جميع المناطق دون عوائق.
3. *تجميد أرصدة الفاسدين واسترداد الأموال المنهوبة،* ومحاسبة كل من تسبب في هذه الكارثة، سواء كانوا أفراداً أو مؤسسات أو دولاً.
4. *تمويل إنساني عاجل* وكافٍ لسد الفجوة التمويلية الخطيرة، وضمان وصول المساعدات إلى مستحقيها دون وساطة النخب الفاسدة.
5. *تشكيل لجنة تحقيق دولية مستقلة* للكشف عن آليات الإبادة البطيئة في الجنوب، وتوثيق الانتهاكات، وتقديم الجناة إلى العدالة.
6. *الاعتراف بحق شعب الجنوب في تقرير مصيره،* وإنهاء الوصاية الخارجية على قراره، وتمكينه من بناء دولته بنفسه.
*كلمة أخيرة إلى العالم*
أيها العالم الصامت، أيها المجتمع الدولي الذي يتباهى بحقوق الإنسان ويتغاضى عن إبادة جماعية،
إن استمرار هذا الإرهاب الاقتصادي والعنف البنيوي يعني أنكم تختارون أن تكونوا شركاء في جريمة إبادة جماعية. والتاريخ سيحاسبكم، والقانون الدولي سيطاردكم، وضمائركم إن كانت لكم ضمائر ستلاحقكم إلى الأبد.
نحن لا نطلب منكم المستحيل. نحن نطلب منكم التوقف عن ارتكاب المستحيل في حقنا. نحن نطلب منكم أن تعاملونا كبشر، لا كأرقام في معادلات نفوذكم. نحن نطلب منكم أن تتركوا لأطفالنا حقاً في الحياة، ولشبابنا حقاً في المستقبل، ولنسائنا حقاً في الكرامة.
*شعب الجنوب العربي يريد أن يعيش بكرامة، مثل بقية شعوب العالم. هذا أقل ما يستحقه، وهذا أقل ما نطلبه.*
الجنوب لن يموت صامتاً. واليوم، يرفع صوته عالياً: *كفى عنفاً، كفى إبادة، كفى صمتاً.*
التاريخ لن ينسى. واليمن لن يغفر. وأرواح الأطفال التي تموت اليوم ستكون شاهداً على من قتلهم بصمت وجبن واستكبار.

*Open Letter to the World: Yemen Is Not Just a Crisis… It Is a Genocide That Requires an International State of Emergency*
To
*_The Secretary-General of the United Nations, to the Members of the Security Council, and to the entire international community,*_
We, the people of Southern Arabia, write to you from beneath the ashes of a slow-motion genocide being carried out against us in cold blood. We are not writing this as a security file, nor as a passing political issue, nor as numbers in your periodic reports. We are writing as a people *_facing the largest humanitarian catastrophe in the world, and as a people dying in silence*_ while the world looks on with eyes that refuse to see, ears that refuse to hear, and consciences that have slept forever.
*The Numbers Speak… And the Bodies Do Not Lie*
UN officials themselves have issued warnings. On _June 16, 2026_, the UN Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, stood before the Security Council and declared that *“the humanitarian crisis in Yemen is accelerating”*_ and that _*“in just one month, the proportion of people unable to meet their basic food needs jumped from one-half to nearly 60%.”*_
These are not just numbers. _*These are the lives of more than 18* million people — *more than half the population — who are suffering from acute hunger today. These are the lives of 2.2 million children* under the age of five suffering from acute malnutrition._ These are the lives of _*children dying every ten minutes* ,_ and mothers watching their children waste away without having the strength to save them.
According to a report by UNICEF, the FAO, and the World Food Programme, _*nearly half the population (47%) in government-controlled areas face high levels of acute food insecurity* ._ This means that *_5.4* million people_ in these areas are facing acute hunger during the lean season from June to September 2026.
_*11 million women and girls*_ are in need of humanitarian assistance. _*Three women die every day*_ due to pregnancy complications or during childbirth, and *_67% of these deaths could be prevented*_ if these women had access to primary healthcare.
*Genocide in Multiple Forms… And the Gas War Is the Latest*
This genocide does not come in one form. *It is _structural violence_* carried out by a corrupt system sponsored from abroad, _*economic terrorism*_ that turns hunger into a weapon, _a *war on services*_ that cuts electricity, water, medicine and salaries, _a *currency collapse*_ that steals a lifetime of savings in the blink of an eye, and _*rising prices*_ that make a loaf of bread a dream chased by the hungry.
_*The Yemeni economy has shrunk by more than 50% since the conflict began* ,_ and GDP per capita has fallen by more than half. _*More than 80% of the population live below the poverty line* ._ This is not a passing economic collapse. *It is _a systematic policy to impoverish and subjugate the people* ,_ and to turn them from citizens with rights into beggars chasing a morsel of food.
Just days ago, a new crime was added to the long list of crimes against this people: the cutoff of domestic cooking gas and vehicle gas, which went from being a basic household necessity to a rare commodity that the hungry chase after. In every neighborhood, in every city, long lines stand at gas stations — women, children, and elderly people — waiting for hours under the scorching sun, hoping to get a gas cylinder to cook their children’s food. Many return empty-handed after supplies run out or prices rise to levels beyond their reach.
In Aden, Mukalla, Sayun, Shabwa, and Al-Mahra, gas has become a dream. A single cylinder is sold at multiples of its price, when it is available. Transportation has become an additional burden on citizens, where mobility is a luxury only the capable can afford. The worker who used to drive to work can no longer afford fuel to get to his livelihood. The student who used to go to school now searches for an alternative he cannot find. The patient who needs a hospital has become a hostage to the disruption of transportation.
_*This is not just a shortage of a commodity. This is the completion of a slow genocide* ._ It is tightening the noose on the last remaining necessities of life, and a declaration of war on every detail of a person’s daily existence. Hunger alone was not enough, so thirst was added, then darkness, then disease, then the disruption of transportation, then the absence of cooking fuel — as if someone wants to test how much a human can endure before he dies.
*The International Community Watches… And the People Die*
The United Nations announced that the 2026 Humanitarian Response Plan requires _*$2.2* billion_, but the funding available does not exceed *_21.86* %_ of needs. In some reports, funding has fallen below _*15* %_. This catastrophic decline in funding is not a technical shortfall. *It is _a political decision. A decision to ignore the suffering of an entire people and leave them to face death alone* ._
_*Between July 2025 and July 2026, more than 200 incidents obstructing humanitarian access were recorded across the country.*_ Aid does not arrive. Death does. And the lives lost every day will not return.
On July 13, 2026, the Deputy Under-Secretary-General for Humanitarian Affairs warned that _*“the humanitarian crisis in Yemen is deepening at a time when our ability to respond has been sharply reduced.”*_ This means the world knows the scale of the catastrophe, but chooses silence.
*Final Warning: The South Will Not Die in Silence*
The people of the South have endured for a long time, and have borne what no other people could bear. They endured hunger, disease, darkness, and displacement. They endured betrayal, plunder, corruption, and dependency. They endured the cutoff of electricity, water, medicine, and salaries. And today they endure the cutoff of gas, just as they have endured everything. But their patience is not infinite.
Today, we raise our voices high, and we write our letter for history to read. And we declare to the entire world: _*This is not just a humanitarian crisis. This is a slow genocide, and this is a catastrophe that requires an immediate international state of emergency.*_
*Our Demands Are Clear and Not Open to Interpretation:*
1. *_Declare an immediate international state of emergency*_ in Yemen and Southern Arabia, and recognize that what is happening is a slow genocide that requires immediate international intervention.
2. _*Immediate and complete cessation of economic terrorism* ,_ lifting the blockade, opening the ports, and ensuring the flow of humanitarian aid and basic materials (food, medicine, fuel, gas) to all areas without obstruction.
3. *_Freeze the assets of the corrupt and recover stolen funds* ,_ and hold accountable all those who caused this catastrophe, whether individuals, institutions, or states.
4. *_Urgent and sufficient humanitarian funding*_ to close the dangerous funding gap, and ensure aid reaches those who deserve it without the mediation of corrupt elites.
5. *_Establish an independent international commission of inquiry_* to uncover the mechanisms of slow genocide in the South, document violations, and bring the perpetrators to justice.
6. *_Recognize the right of the people of the South to self-determination* ,_ end foreign guardianship over their decisions, and enable them to build their own state.
*A Final Word to the World*
O silent world, O international community that boasts about human rights while turning a blind eye to genocide,
Your continued economic terrorism and structural violence means you are choosing to be partners in a crime of genocide. History will hold you accountable, international law will pursue you, and your consciences — if you have any — will haunt you forever.
We are not asking you for the impossible. We are asking you to stop committing the impossible against us. We are asking you to treat us as human beings, not as numbers in your equations of influence. We are asking you to leave our children the right to live, our youth the right to a future, and our women the right to dignity.
*_The people of Southern Arabia want to live with dignity, like all other peoples of the world. This is the very least they deserve, and the very least we ask for.*_
The South will not die in silence. And today, it raises its voice high: *_Enough violence. Enough genocide. Enough silence* ._
History will not forget. Yemen will not forgive. And the souls of the children dying today will bear witness against those who killed them with silence, cowardice, and arrogance.
